The Veiled Hands

The Veiled Hands are what happens when the chaos of an underworld gets organized by someone who understood that chaos, left to itself, is bad for everyone — including the people running it. In Ashkarra, where poverty and opportunity exist in close proximity and the city's official institutions serve some of its residents better than others, the Veiled Hands stepped into the gap.

The organization operates on two layers. The visible layer is a criminal enterprise that manages the underworld's more volatile elements — keeping violence contained, preventing the kind of open warfare between competing interests that draws unwanted attention from authorities and ruins business for everyone. The invisible layer is a mutual aid network that provides food, shelter, and protection to Ashkarra's underclass: the people who have nothing to offer the criminal economy but who the Boss has decided deserve the organization's protection anyway.

Members tithe in information, services, and capability — not in coin or goods. The expectation is proportional. No one is asked for more than they can give, which makes the network sustainable and its members loyal in the particular way that comes from being treated fairly by a power that didn't have to.

The identity of the Veiled Hands' leader — known only as the Boss — is the organization's most carefully maintained secret. The Boss is known to exist. The Boss is known to have final authority over everything the Veiled Hands does. Who the Boss is, where they operate from, and how they issue their instructions are questions that members of the organization have learned not to ask in ways that invite answers.

The deliberate obscurity of the Boss's identity is not merely personal protection. It is structural. An organization whose leader cannot be identified, pressured, or leveraged is significantly harder to compromise than one with a known face at the top.
