The High Hierophant is elected for life by the Priest-Council from among senior clergy, governing in the name of the divine in both spiritual and civic matters. The boundary between religious observance and daily governance does not exist here; they are the same thing.
Umbarrast (population ~40,000) is the capital — likely a fortified city with a dark or severe architectural character that reflects the theocratic identity. Geographic isolation from the main continent is the primary defense; attacking Umbarra requires a massive naval commitment, which has historically discouraged the attempt.

Umbarra is less understood than most nations of comparable size. Its isolation is deliberate — the culture produces deep suspicion of outside influence, which limits information flow in both directions. What Umbarra worships, what it fears, and what strategic interests it might have in the wider world are questions the mainland cannot easily answer.
