THE SIXTY-DAY RULE
Foundational Accord for Guild-Sovereign Relations

ARTICLE I: FUNDAMENTAL PRINCIPLES
Section 1: Sovereign Authority
Sovereign powers retain ultimate authority within their territorial boundaries, including the right to regulate commerce, establish taxes, maintain security, and enforce laws.
Section 2: Guild Independence
Guilds retain operational independence necessary to fulfill their purposes, including the right to maintain international networks, establish professional standards, develop specialized knowledge, and regulate their membership.
Section 3: Balance of Rights
Neither sovereign authority nor guild independence is absolute; each must be exercised with respect for the other and in consideration of the common welfare.
Section 4: Preference for Negotiation
All parties commit to resolving differences through structured negotiation rather than unilateral action whenever possible.
ARTICLE II: NOTICE REQUIREMENTS
Section 1: Actions Requiring Notice
Any sovereign action that would significantly impact guild operations requires sixty (60) days' advance written notice. Such actions include but are not limited to:
- Seizure of guild properties or assets
- Imposition of new taxes or fees specifically targeting guild activities
- Restrictions on guild membership or leadership
- Requirements fundamentally altering guild practices
- Regulations substantively affecting guild supply chains or markets
Section 2: Form and Content of Notice
Notice shall be provided in writing to the affected guild's senior leadership and shall include:
- Detailed description of the proposed action
- Legal or policy basis for the action
- Intended implementation timeline
- Proposed measures to minimize disruption
- Invitation to negotiate alternatives or modifications
Section 3: Guild Response
Upon receiving notice, guilds may:
- Accept the proposed action
- Request modifications through negotiation
- Appeal to higher authorities
- Make preparations for orderly withdrawal if necessary
Section 4: Guild Notice Obligations
Similarly, guilds shall provide sixty (60) days' advance written notice before:
- Withdrawing services from a region
- Significantly altering established trade routes
- Relocating major facilities
- Implementing changes that would substantially impact local economies
ARTICLE III: NEGOTIATION PROCEDURES
Section 1: Good Faith Requirement
All parties shall negotiate in good faith, with sincere intent to reach mutually acceptable solutions rather than merely fulfilling procedural requirements.
Section 2: Information Sharing
During negotiations, parties shall share relevant information necessary for informed decision-making, subject to reasonable protections for sensitive or proprietary matters.
Section 3: Temple Facilitation
Representatives of the Temple of Verath shall be available upon request to facilitate negotiations, providing neutral guidance and ethical perspective.
Section 4: Documentation
All agreements reached through negotiation shall be documented in writing, with copies provided to all parties and the Temple archives.
ARTICLE IV: EMERGENCY PROVISIONS
Section 1: Definition of Emergency
For purposes of this Rule, "emergency" means an immediate threat to life, essential infrastructure, or territorial integrity that requires action more urgent than the standard notice period would allow.
Section 2: Emergency Actions
In genuine emergencies, sovereign authorities may take immediate action without prior notice, provided that:
- The action is proportionate to the emergency
- Guild leadership is informed as soon as practicable

If Temple arbiters determine that emergency provisions were improperly invoked, they may order:

ARTICLE V: DISPUTE RESOLUTION

The Temple of Verath shall serve as the final arbiter in disputes regarding the application of this Rule, with authority to:

- Determine whether actions comply with the Rule's requirements

Temple arbiters shall maintain records of significant decisions to guide future application of the Rule, with copies provided to sovereign authorities and guild leadership for reference.
ARTICLE VI: OVERSIGHT AND IMPLEMENTATION
Section 1: Royal Observers
Sovereign authorities may maintain Offices of Royal Observers within guild halls to:
- Monitor compliance with agreements
- Participate in discussions affecting sovereign interests
- Facilitate communication between guilds and governments
- Provide early notification of potential issues
Section 2: Temple Liaisons
The Temple of Verath shall maintain Liaison Offices in guild halls to:
- Provide ethical guidance on guild activities
- Ensure compliance with Temple arbitration decisions
- Facilitate dispute resolution before formal arbitration becomes necessary

ADDENDUM I: THE EFFECTIVE IMPACT DOCTRINE (1655 PC3)
WHEREAS experience has shown that multiple actions, each individually below notice thresholds, may collectively create significant impact on guild operations;
IT IS HEREBY ESTABLISHED that the notice requirements of Article II apply to the practical effect of actions regardless of their technical classification or division into separate measures. Sovereign authorities shall provide notice when the reasonably foreseeable cumulative impact of related actions would significantly affect guild operations, even if individual components might not require notice.
ADDENDUM II: THE GOOD FAITH STANDARD (1712 PC3)
WHEREAS experience has shown that mere procedural compliance without genuine engagement undermines the Rule's purpose;
IT IS HEREBY ESTABLISHED that both notification and negotiation must be undertaken with sincere intent to resolve differences. Parties that issue pro-forma notices with no intention of meaningful negotiation, or that enter negotiations with predetermined outcomes, fail to satisfy the Rule's requirements regardless of technical compliance.
ADDENDUM III: PROPORTIONAL RESPONSE DOCTRINE (1845 PC3)
WHEREAS economic disruption affects not only the parties in dispute but the broader community;
IT IS HEREBY ESTABLISHED that responses to disputed actions should be proportionate to the original impact. Guilds exercising their right to withdraw services or alter trade patterns should limit such actions to what is reasonably necessary to address the specific issue at hand, avoiding needless harm to populations not responsible for the disputed policy.
ADDENDUM IV: TECHNOLOGICAL ADAPTATION FRAMEWORK (1934 PC3)
WHEREAS new technologies have created novel interactions between sovereign authorities and guilds;
IT IS HEREBY ESTABLISHED that the principles of this Rule apply to all forms of commerce and communication regardless of the technologies employed. Notice requirements extend to actions affecting magical communication networks, automated production systems, remote service delivery, and other technological innovations that may emerge in future.
ADDENDUM V: CULTURAL PRESERVATION EXCEPTION (1967 PC3)
WHEREAS certain cultural practices hold special significance beyond their economic importance;
IT IS HEREBY ESTABLISHED that sovereign authorities may implement special protections for culturally significant crafts, traditions, and practices without the standard notice period when:
- The culture in question faces imminent threat of irreversible loss
- The community traditionally practicing the culture supports the protection
- The measures implemented respect guild professional standards
- Temple representatives certify the cultural significance and vulnerability
ADDENDUM VI: EDUCATIONAL TRANSPARENCY PROVISION (2012 PC3)
WHEREAS understanding of the Rule's principles promotes compliance and prevents conflict;
IT IS HEREBY ESTABLISHED that all parties shall make the content of this Rule, significant interpretations, and major precedents freely available for public education. Citizens, guild members, and government officials alike benefit from clear understanding of the framework governing these essential relationships.
